A master urban planning project starts with estimating the population for the program envisioned on the specific property with the goals desired.

Once this is clearly articulated for housing, the support proportional facilities for educational, governance, commercial, industrial, ecumenical land uses are calculated, the transportation alternatives are chosen and a market analysis should confirm these program goals. Generally these elements are all placed on GIS layered system to show for example the topography, underlying geology, conservation and constraints for development suitability

The urban development framework for the property is then conducted for the Physical Environmental Setting; the Political Context of Laws and Standards; the Social Context; Financial Feasibility; Governmental Assistance; Governmental arrangements for Urban Infrastructure Services and the compliance fit with Governance planned concept for the project development area.

The next step is to create the Community Design Specifications for Land Use Requirements such as Support Community Elements, On-site Mobility and Circulation System, the Conceptual Options and Development Cost Assumptions for real estate sales/leases to service each parcel.

The Urban Design Synthesis is then evaluated in its Regional Setting; the Sub Regional Aspects; and the Urban Design Concept of the Planned Community.

The final Economic Evaluation and Analysis will reveal the Project Economic Feasibility and Fiscal Impact.

The Project Management Implementation Plan then suggests recommendations for construction sequence, operation and maintenance and self-governance.
